Synopsis
The Eastern Dedicated Freight Corridor (EDFC) has a route length of 1856 km of electric high-speed freight only railway extending from Ludhiana to Kolkata. The MIGA project will provide guarantees to MUFG Bank Ltd. (MUFG) for their non-shareholder loans to the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) to finance, design, and complete construction of the following: i) the 393 km double-track line from Bhaupur1 to Deen Dayal Upadhyay2 section (World Bank’s ’s EDFC III project); ii) the 401 km single-track line from Sahnewal3 to Khurja; and iii) the last-mile connectivity of the EDFC corridor to multimodal logistic terminals (also included as part of the World Bank’s Rail Logistical project). The project includes civil works, stations, office buildings, tracks, and systems work to complete the construction and testing of the two sections of the EDFC corridor.
In August 2023, CAO received a complaint submitted by a local resident, citing concerns related to damages to the retaining wall, which separates the construction area from the residential area, and damages to the community’s roads due to the construction of the EDFC.
In October 2023, CAO found the complaint eligible and conducted an assessment. During CAO's assessment, the complainant and the company informed CAO that they had reached an agreement to resolve the issues raised in the complaint, and that the agreed terms had been satisfactorily implemented. Therefore, in accordance with paragraph 55 of the CAO Policy, the case is now closed.
