Funding

CAO operations are funded by an administrative budget, which is approved by the President and provided by IFC and MIGA on a cost-sharing basis. CAO also has available a non-conditional supplemental budget allocation and a Mediation/Conflict Resolution Contingency Fund. CAO manages its budget independently. In FY2019, a new procedure was introduced whereby the President will share CAO’s budget request for review, advice and direction with the IFC and MIGA Boards of Executive Directors.

Our Budget

In FY2019, CAO had a total administrative budget of $6,127,715, of which we expensed 99 percent ($6,064,618). IFC and MIGA contributions were of $5,778,652 and $349,063 respectively. This includes $310,000 provided by IFC as part of CAO’s “non-conditional supplemental allocation” from $475,000 available. CAO’s administrative budget covers the costs of staff salaries, consultants, travel, communications, contractual services, and other administrative expenses. CAO’s administrative budget is funded by IFC and MIGA on a cost-sharing basis (see Table 2).

Contributions from IFC and MIGA funs CAO activities. The cost sharing determination is based on the percentage of time spent by CAO staff on each institution’s business matters in the prior fiscal year. CAO also has an agreement with IFC and MIGA whereby additional funds from a Contingency Fund will be made available, on request, to support extraordinary or multi-year activities related to dispute resolution.

Operational Budget

Our administrative budget covers the costs of CAO operations, including Advisory, Communications, Compliance, Dispute Resolution, and Outreach services, as well as other administrative expenses. It is funded by IFC and MIGA on a cost-sharing basis.

Contingency Fund

CAO’s Environmental/Social Mediation and Conflict Resolution Contingency Fund is available for specific, multi-year, case requirements under dispute resolution. The Fund is US$1 million annually. When established, IFC committed to contribute 80 percent ($800,000) of the $1 million, and MIGA contributes 20 percent ($200,000) each year.

Operational Budget 2020

CAO had a total administrative budget of $6,298,814 in FY2020, of which we expended $5,909,257 (93 percent). The suspension of travel, in-country casework, and other activities this year due to COVID-19 resulted in an overall budget surplus for CAO in FY20.

 

Contingency Fund 2020

In FY2020, IFC contributed $800,000 and MIGA contributed $4,408. CAO expended $512,076 from these funds this year.

Contingency Funds are not available for assessment, compliance, advisory or outreach activities, which are funded from CAO’s administrative budget. In total, CAO expended $750,000 in Contingency Funds this year.

 

Operational Budget 2018

CAO had an operational budget of $5,178,883 and drew down $175,000 of its nonconditional supplemental allocation of $475,000. In addition, CAO received $150,000 to hold a biennial Mediator Summit.

 

Contingency Fund 2018

CAO’s Environmental/Social Mediation and Conflict Resolution Contingency Fund helps CAO budget for extraordinary dispute resolution activities that extend over several years. Contributions of $800,000 from IFC and $200,000 from MIGA have remained unchanged since 2003. CAO drew down $83,382 of MIGA’s assigned contribution to the Fund this year. In total, CAO drew down $859,424 or 97 percent of the total Contingency Fund.

Operational Budget 2017

In Fiscal Year 2017 (FY2017), CAO had an operational budget of US$5,375,718, of which CAO expensed 99.9 percent.

 

Contingency Fund 2017

In addition to IFC’s contribution ($800,000), CAO drew down $107,895 of MIGA’s assigned contribution to the Fund in FY2017 and expensed 100 percent of those funds or $907,895.
