Funding

CAO operations are funded by an administrative budget, which covers the costs of staff salaries, consultants, travel, communications, contractual services, and other expenses. CAO manages its budget independently. The annual budget, work plan and workforce plan are approved by the IFC and MIGA Boards and includes contributions from IFC and MIGA on a cost-sharing basis.  

CAO also has a supplemental Environmental and Social (E&S) Contingency Fund available. The E&S Contingency Fund currently consists of IFC and MIGA contributions of US$100,000 and $200,000, respectively.

Our Operational Budget

In FY2024, CAO had an administrative budget of $10,868,188, a 21 percent nominal increase over FY2023, and executed 100 percent of the budget and E&S Contingency Fund. CAO's budget increase was used to fully fund six new staff positions approved by the Board, upgrade two vacant positions, and pay for CAO's biannual mediator summit. 

CAO's approved FY2025 administrative budget is $12,944,416, and our approved FY2026 administrative budget is $15,150,446.

Administrative Budget 2023

In FY2023, CAO had a total administrative budget of US$8,995,168—a 31 percent nominal increase over FY2022. IFC and MIGA contributions were $8,635,361 and $359,807 respectively. CAO executed 96.3 percent of its administrative budget. The budget increase received by CAO in FY2023 was mainly to cover the cost of six additional staff positions approved by the World Bank’s Board of Directors in FY2022. 

 

Contingency Fund 2023

In FY2023, IFC contributed $800,000 and MIGA contributed $200,000. CAO expended $999,985 (100 percent) of the total Contingency Fund.

In FY2022, CAO had a total administrative budget of US$6,887,473. IFC and MIGA contributions were $6,754,474 and $132,999 respectively. CAO expended $6,561,325 (95 percent) of its administrative budget.

In FY2022, IFC contributed $800,000 and MIGA contributed $118,450. CAO expended $907,462 (99 percent) of the total Contingency Fund.

In FY2021, CAO had a total administrative budget of US$7,018,784. IFC and MIGA contributions were $6,760,533 and $258,251 respectively. CAO expended $6,059,379 (86 percent) of its administrative budget.

 

Contingency Fund 2021

In FY2021, IFC contributed $800,000 and MIGA contributed $0. CAO expended $520,914 (65 percent) of the total Contingency Fund.

Administrative Budget 2020

In FY2020, CAO had a total administrative budget of US$6,786,314, of which we expended $5,909,257 (87 percent). The suspension of travel, in-country casework, and other activities this year due to COVID-19 resulted in an overall budget surplus for CAO in FY2020.

 

Contingency Fund 2020

In FY2020, IFC contributed $800,000 and MIGA contributed $4,408. CAO expended $511,088 (64 percent) of the total Contingency Fund.
