Katalina is an international expert with over 21 years of experience in conflict prevention and mitigation, governance, and social development. Before joining the CAO, she served as the Chief of Section for Institutional Strengthening in Mediation and Dialogue, at the Organization of American States (OAS), where she re-engineered the conflict resolution unit by employing critical institutional strategies and global best practices, including analysis and support to policies and programs, enabling actionable solutions and generating recommendations for negotiations, conflict prevention, and management. Additionally, she designed and developed conflict management responses with national counterparts in several countries in Latin America and the Caribbean. She also oversaw several technical cooperation programs to mitigate social conflicts through results-based management tools. Additionally, she led the Belize and Guatemala mediation process to resolve territorial, insular, and maritime disputes, and the Honduras Mission to Support the Fight Against Corruption and Impunity (MACCIH). She also led the publication of the “Practical Guide on Democratic Dialogue” and the “Early Warning and Response Systems Designed for Social Conflicts” for the OAS She studied Business Administration with a minor in International Trade at Marymount University and holds an MBA from Johns Hopkins. Katalina is a Colombian national.
