New Monitoring Report of IFC’s Response to Eight Compliance Investigations

In June 2024, CAO published a new Compliance Omnibus Monitoring Report providing updates from our monitoring of IFC’s response to eight compliance investigations in Guatemala, India, Kenya, Nigeria, Panama and Uganda.

Monitoring is the last phase in CAO’s compliance process. For cases under the CAO Policy, CAO monitors the effective implementation of IFC/MIGA Management Action Plans, including any project-level and systemic-level actions committed in response to our investigation findings and recommendations. For cases that predate the CAO Policy, we monitor management’s response to our findings. This monitoring stage is a critical opportunity for CAO to assess whether its compliance findings and recommendations have translated into project and systemic level improvements.

This is the second Compliance Omnibus Monitoring Report we have published, following the first Omnibus Report in 2023. The report documents outcomes from CAO’s monitoring of eight cases from Africa, South Asia, and Latin America. Three cases (Guatemala: CIFI and Real LRIF and India: IIF) relate to sub-projects financed by IFC financial intermediary clients. Four cases (India: Tata Tea, Kenya: Bidco, Nigeria: Eleme Fertilizer and Uganda: Bujagali) relate to direct IFC investments in projects in the agribusiness, manufacturing, and infrastructure sectors. The eighth case relates to the Panama Transmission Line (PL IV) in Panama and is an IFC Advisory Services project.

Following the publication of the report, CAO closed two cases: India Infrastructure Fund (IIF), an investigation related to the impacts of the Kamalanga power plant in Odisha, India which closed with an unsatisfactory rating of IFC’s performance; and Eleme Fertilizer II, an investigation related to labor concerns and a fertilizer plant in Port Harcourt, Nigeria which closed with a satisfactory rating of IFC’s performance. The six other cases remain open while CAO continues to monitor project-level and/or systemic-level actions by IFC:
