Requesting Stakeholder Feedback: CAO Omnibus Compliance Monitoring Approach
CAO is inviting stakeholders to provide feedback on its Omnibus Compliance Monitoring Approach. This feedback is critical for CAO to refine and enhance its compliance monitoring phase. We are seeking input on the following aspects:

Approach: Overall impressions and experiences with the omnibus monitoring approach, which includes the monitoring of several cases grouped into a report.

Report Clarity and Presentation: Clarity and presentation of reports, depth of analysis, and stakeholder participation.

Views on Future Implementation: Opinions on adopting the Omnibus Compliance Monitoring Approach as the default, with the option for stand-alone reports as needed.

Understanding the Omnibus Compliance Monitoring Approach
Under the CAO Policy, CAO is mandated to monitor each case annually. To meet this requirement, in 2023 and 2024 CAO piloted an Omnibus Compliance Monitoring Approach. This Approach involved monitoring multiple cases concurrently and publishing a summary of its conclusions in an Omnibus Compliance Monitoring Report. The first report, issued in May 2023, covered five cases, while the second report, published in May 2024, included eight cases.
In preparing these reports, CAO sought updates from IFC on actions taken in response to CAO's investigation reports. These updates were shared with complainants, who were then invited to provide their comments. Summaries of IFC's updates and the complainants' views were incorporated into the Omnibus Compliance Monitoring Reports. Alongside reviewing project-level documentation and engaging in discussions with case parties, CAO used this information to draw conclusions on IFC's performance.
We are inviting colleagues, practitioners, and other stakeholder to submit their comments by September 5 using this survey. Feedback received will help inform our work to strengthen our reporting and this Approach.
